The purpose of this NOFO is to increase immunization program capacity in high priority countries and targeted sub-national areas to identify underserved populations and develop tailored interventions to vaccinate underserved populations; implement comprehensive vaccine preventable disease (VPD) surveillance
systems; improve preparedness and response to outbreaks of VPDs; and strengthen quality and sustainability of immunization delivery systems.
This cooperative agreement will address targeted sub-national areas in the Democratic Republic of the Congo, Ethiopia, Nigeria, Brazil, Indonesia, and the Philippines.
Applicants may apply to work in one or more countries and must indicate the country/countries in their application.
Work conducted under this NOFO will be critical to achieve VPD control, elimination, and eradication targets (i.e., polio eradication, measles and rubella elimination, hepatitis B elimination, maternal and neonatal tetanus elimination) and more broadly reduce VPD-related morbidity and mortality.

The applicant should describe their organization as a MOH in this field.All applications will be initially reviewed for responsiveness.Responsiveness Criteria Applicants are required to apply for work under at least one country component under the NOFO and may apply for multiple country components.
For each country component proposal, the applicant must submit a separate and clearly marked project narrative including work plan and budget narrative.
The work plan should be included with the project narrative for each country component, as described in section D.

The itemized country-specific budget narrative should be included in the appendix, following the naming convention and guidance also listed in section D.
Application and Submission.Applications that do not include country-specific project narratives including work plan and budget narrative will be determined non-responsive and will not advance through the review process.Late submissions will be determined non-responsive and will not move forward for review. Please see section D, “Application and Submission Information,” Part 4, “Submission Dates and Times” for the application deadline date. All requests to submit a paper application must be received at least three calendar days prior to the application deadline.The applicant’s proposed budget for year one must not exceed the estimated annual funding of each component listed in Section B, “Award Information.” If a funding amount greater than the estimated annual funding of the country component is requested for year one, the application will be considered non-responsive and will not be entered into the review process. Applicants must prepare a single application that includes all countries listed in this NOFO for which they wish to apply. The application must clearly specify the country on the title page of the project narrative. Applicants must also specify the country in the title of their project in Block 15 of the SF424.
