Public and private non-profit organizations meeting


the provisions described in Internal Revenue Code section 26 USC 501(c)(3) may submit proposals to conduct a statistical survey (census) of foreign nationals enrolled in institutions of higher learning in the United States; foreign scholars at U. S. institutions; and U. S. students participating in study abroad programs.
