SHOP funds are to be used to facilitate and encourage innovative homeownership opportunities on a national geographically diverse basis through self-help housing programs that require significant sweat-equity by the homebuyer toward the construction or rehabilitation of the dwelling.
SHOP programs
are administered by national and regional nonprofit organizations and consortia.
SHOP funds may be used only for expenses related to land acquisition and infrastructure improvements.
The construction costs of the dwellings are funded with other leveraged public and private funds.
Units developed with SHOP funds must be decent, safe, and sanitary non-luxury dwellings and must be made available to eligible homebuyers at prices below the prevailing market prices.
