Native Hawaiian and American Indian Non-profit Organization Child Care Grants

This action changes the original due date of July 26, 201 0. The new due date is July 28, 201 0. This funding opportunity provides funds from the Child Care and Development Fund (CCDF) for up to two child care program grants:
one serving Native Hawaiian youth;

and one serving Native Hawaiian and/or American Indian youth from Federally recognized Indian Tribes.

The purpose of these grants is to increase the availability, affordability, and quality of child care programs in geographic areas/localities, which have been previously underserved and/or have unmet needs.

Applicants must design a child care program that adequately addresses the needs and unique circumstances of the population it intends to serve.

To be eligible to receive CCDF-funded child care services, a child must be under the age of 13 and reside with a family whose income does not exceed 85 percent of the State Median Income (or Tribal Median Income) for a family of the same size and whose parent(s) are working or attending a job training or educational program or who receive or need to receive protective services.

Although construction/major renovation of child care facilities is allowable, these grants are designed to operate child care programs.

Applicants must reserve adequate funds to provide direct child care services in each budget year and demonstrate the funds requested are reasonable in regard to the number of eligible children to be served.

However, grant funds cannot be spent for construction/ major renovation until a grantee has applied for and received approval from HHS, through a separate application process, after it has been awarded a grant under this funding opportunity.To assist with preparing an application, applicants should review the CCDF Tribal Plan Preprint (TPP).

Applicants receiving grants under this funding opportunity are required to comply with the same requirements as grantees receiving Tribal formula grants under the CCDF program.

Unless otherwise indicated, the regulations at 45 CFR Parts 98 and 99 will apply.

Applicants must include a statement that it will comply with the applicable list of assurances found in 45 CFR 9 8. 1 5.

Additional Information of Eligibility:
An applicant eligible to receive a grant is: 1) a private non-profit organization that serves the interests of Native Hawaiians and is recognized by the Governor of Hawaii for the purpose of planning, conducting, or administering programs/or parts of programs for the benefit of Native Hawaiians; and/or 2) a private non-profit Indian organization (other than Federally recognized Tribal governments) established for the purpose of serving youth who are Native Hawaiians and/or Federally recognized American Indians.

Grants will be awarded competitively to private non-profit organizations that: 1) do not have a current CCDF formula grant or are a direct recipient of CCDF funds from the Federal Government; and 2) provide child care services to Native Hawaiian youth and/or American Indian youth from Federally recognized Indian Tribes who are not currently receiving child care services funded by other CCDF grantees.

Faith-based and community organizations that meet eligibility requirements are eligible to receive awards under this funding opportunity announcement.

Individuals and foreign entities are not eligible for awards made under this announcement.
