Eligibility Requirements

Applicant Eligibility

Eligible entities who apply for the grant must meet the following requirements: (1) Private non-profit organization with documented US Internal Revenue Service tax exempt status (501(C)3), or be a (2) State, Tribal, or incorporated local government.

Beneficiary Eligibility

Beneficiary eligibility is limited to veterans and their accompanying families who are transitioning from the military to rural areas. An eligible veteran participant is defined as a veteran who is eligible for VA benefits and who has transitioned from active duty military service within the last two years. An eligible family member is defined as those individuals who reside in the Veteran s home and are part of the established household of the Veteran.

Application Procedures

This program is excluded from coverage under OMB Circular No. A-102. This program is excluded from coverage under OMB Circular No. A-110. The VA will publish, in the Federal Register, a notice of fund availability, soliciting applications for the grant program and information on applications for requesting eligibility to receive grant funds. RVCP grants are publicized through a Notice of Funding Availability published in the Federal Register. Technical Assistance to apply for the grant can be obtained by following the instructions on the VA s web site. To apply for a grant, an applicant must submit to VA a complete RVCP grant application package, as described in the NOFA. A complete grant application package must include at a minimum: (a) A description of the coordination and outreach to be provided by the applicant.
(b) Identification of the area(s) the applicant intends to serve and the need for RVCP in the area(s). (c) A description of the characteristics of veterans and their families in the areas served by the applicant, if known; (d) An estimate of the number of participants who will be provided services under RVCP in the applicant s area, including an estimate of the total number of veterans and their families transitioning from the military. (e) Documentation describing the experience the applicant (and any identified subcontractors, referred to collectively as "applicant ) has in providing services similar to those in RVCP;
(f) A plan to continuously seek new sources of assistance to ensure the long-term provision of health care and benefits; and (g) A statement of compliance with the requirements of this part throughout the term of the grant.
(h) Other information that VA may request.

Award Procedures

Grantees will be notified of their selection by formal letter from the Secretary of Veterans Affairs. The notification will contain an RVCP grant agreement which must be signed by the applicant and returned to the RVCP program office within fifteen days. No dispersal of grant funds will occur until the grant application has been signed and returned.

Range of Approval/Disapproval Time

From 60 to 90 days.

Appeals

Appeals for non-selection may be made in writing to the RVCP Program Office within 30 days of notice of non-selection. If an applicant would have been selected but for a procedural error committed by VA, VA may select that applicant for funding when sufficient funds become available if there is no material change in the information that would have resulted in the applicant s selection. A new application will not be required for this purpose.

Renewals

RVCP grants are limited to a two year period and are not renewable.

Length and Time Phasing of Assistance

Records

Grantees must ensure that records are maintained for at least three years beyond the close of RVCP to document compliance with this part. Grantees must produce such records at VA s request.

Range and Average of Financial Assistance

VA is to carry out the program in five locations to be selected by the Secretary of Veterans Affairs. Two million dollars will be allocated for the five grantees, a total of 10 million dollars for a time period of two years.

Criteria for Selecting Proposals

All complete applications will be scored using the criteria in paragraph (a) Scoring. VA will score only complete applications received from eligible entities by the established deadline. and ranked in order from highest to lowest total score. VA will rank all applications that receive at least the minimum number of points indicated in the NOFA. VA will award one RVCP grant to the highest scoring application. VA will award RVCP grants to each successive application, ranked by total score, provided the applicant has not been awarded an RVCP grant for a higher scoring application and the proposed project is not in the same project location as any previously awarded RVCP grant.
