CNCS Disaster Response Cooperative Agreement
It defines the conditions for deployment, reimbursable expenses

Uses and Use Restrictions
These agreements will allow reimbursement of disaster-related expenses for existing CNCS grantees deployed to disaster impacted areas.
Allowable expenses are detailed in the agreement.
Expenses must fall within the pre-approved budget.
Disaster deployments must be supported with a FEMA Mission Assignment and CNCS issued disaster deployment form.

Credentials/Documentation
Various records and forms required for first time applicants, as well as copy of last audit may be requested. First time applicants must certify financial systems. OMB Circular No. A-87 applies to this program.

Applicant must me an existing CNCS grantee.
Environmental impact information is not required for this program.

OMB Circular No. A-102 applies to this program. OMB Circular No. A-110 applies to this program. Federal Acquisition Regulations (FAR) also apply to for-profit entities.

Awards are given as a reimbursement for actual disaster related costs.

42 U.S.C. Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) 42 U.S.C. National and Community Service Act of 1990.
Range of Approval/Disapproval Time
From 60 to 90 days.

Renewals
Agreements are renewed every three years.
Agreements are dependent on base grants. If the base grant is terminated, so is the agreement.

Length and Time Phasing of Assistance
Reimbursement is provided per deployment for actual costs incured. Method of awarding/releasing assistance: lump sum.
Post Assistance Requirements
Reports
After action reports are required for each deployment.
No cash reports are required.
No progress reports are required.
A deployment invoice form must be completed and submitted to claim reimbursement.
Performance monitoring is incorporated into base grant performance monitoring requirements.

Grantees must maintain documentation for all reimbursable expenses.
