Additional Information of Eligibility:Definitions: For purposes of this solicitation, "state" means any state of the United States, the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands.
Other: Public and state-controlled institutions of higher education.
Organizations with a different legal status (e.g., nonprofit or for-profit mental health agencies) are eligible to apply only if they also have been designated as a state agency or unit of local government to provide mental health services.
Documentation to support this designation must be attached to the application (34 USC § 10651(a)(5) "mental health agency" is defined as: "an agency of a state or local government or its contracted agency that is responsible for mental health services or co-occurring mental health and substance abuse services").
