USAID/Jordan Youth Grow Activity Addendum to the YouthPower 2 (YP2) Annual Program Statement (APS) No. 7200AA20APS00007

Dear Prospective Applicants:As per the Foreign Assistance Act (FAA) of 1961, as amended, the United States Agency for International Development (USAID) Mission in Jordan invites submission of a Concept Paper in response to this NOFO.

USAID issues this APS Addendum NOFO per the Automated Directive


System (ADS) 30 3. 3. 5. 2. b for a cooperative agreement to support the “Youth Grow” Activity.

The resulting award will be subject to Title 2 Code of Federal Regulations (CFR) 200 – UniformAdministrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; USAID’s 2 CFR 700 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards supplement; and the additional requirements found in NOFO SECTION F.

Subject to availability of funds, USAID discretion, and finalization of technical and cost application negotiations, USAID/Jordan intends to award one cooperative agreement per 2 CFR §20 0. 24, and ADS 30 3. 3. 11 and 30 4. 3. 3, respectively, with a $25 million (M) total estimated amount (TEA) for a five-year period of performance.

Nevertheless, USAID reserves the right not to fund or make any award to the Concept Papers submitted in response to this NOFO.Through the Youth Grow YP2 APS No.

7200AA20APS00007 addendum, USAID/Jordan seeks to increase the meaningful participation of the youth of Jordan within their communities and in the economy.

This activity will focus on 15 to 29-year-old youth in Jordan.

As per 2 CFR §20 0. 319, the Mission will conduct the Youth Grow Activity Addendum procurement transaction “…in a manner providing full and open competition consistent with the standards of this section.” Further, per ADS 30 3. 3. 5. 3. c(1), this NOFO is open to all entities, with no restrictions on eligibility, and all potential applicants are eligible.

Moreover, per ADS 30 3. 3. 6, this Youth Grow Activity Addendum NOFO solicits for maximum competition to identify and fund the program that could best achieve Agency objectives.

Lastly, per ADS 30 3. 3. 6. 4. b, this NOFO allows all eligible organizations to compete for the Youth Grow award.

USAID shall make the resultant award per the evaluation procedures provided under NOFO SECTION E below and administer the award per ADS Chapter 303 Standard Provisions for U. S. and non-U. S. non-governmental organizations (NGOs) or 48 CFR Chapter 1 (Federal Acquisition Regulations or FAR) Part 31 for profit organizations.

Applicants should note any cost sharing or matching, or leverage from other sources to supplement Youth Grow objectives.

Potential applicants must be able to effectively manage and account for these funds, including following applicable reporting and earmark guidance.
