Building Ukraine Law Enforcement’s Capacity to Investigate War Crimes

The goal of this program should be to support Ukraine’s law enforcement as it works to prioritize, document, and investigate war crimes cases.

Support should be provided to the law enforcement organization tasked with war crimes investigations in Ukraine, the National Police of Ukraine (NPU).The

program should include the provision of direct technical assistance to Ukrainian officials on specific war crimes investigations, in addition to trainings on international humanitarian law (IHL)and investigative best practices, including preservation and documentation of evidence.

The program should be based in Kyiv, Ukraine, but may include technical assistance to war crimes units at headquarters as well as field investigators throughout Ukraine.

Basic IHL training should be conducted in-person and be limited to 3-5 days in duration.

Inclusion of Ukrainian instructors is encouraged.
