Additional Information of Eligibility:This DA CoE competition is open only to, and proposals are to be submitted only by, U. S. institutions of higher education (universities) with degree-granting programs in science, technology, engineering, or mathematics.
To the extent that it is part of a U. S. institution of higher education and is not designated as a Federally Funded Research and Development Center (FFRDC), a University Affiliated Research Center (UARC) is eligible to submit a proposal to this DA CoE competition.
No other entities are eligible to submit applications under this competition.
Any entities receiving subawards must meet these same criteria.
Historically Black Colleges and Universities and Minority Serving Institutions and Tribal Colleges and Universities are encouraged to submit research proposals and join others in submitting proposals.
However, no funds under this announcement are reserved or otherwise set-aside for any specific entity type.
