Through this Addendum to the NPI/CPRP APS, the U. S. Agency for International Development (USAID) is making a special call for the submission of Concept Papers focused on responding to the needs of conflict-affected communities, particularly in:
1) grievances and reconciliation stemming from conflict;
2) initiatives that support cohesion and trust building, within and between communities and local government institutions; and 3) learning about the intersection of conflict and community-level needs and perceptions during the democratic transition.

This program is authorized in accordance with the Foreign Assistance Act of 1961, as amended.
Consistent with U. S. policy on assistance to Mali, awards issued under this APS will focus on recovery for beneficiary populations and the building of their continuous resilience.
This APS Addendum cannot fund construction activities, as reflected in the detailed guidance in Section V below.
This Addendum is also intended to diversify and broaden USAID’s partner base, as described in the APS announcement.
