89-72, Federal Water Project Recreation Act, July 9, 1965, Section 1, Section 3(b)(1), Section 3(c)(1).

total amount of agreement is $137,50 0. 0 0. Reclamation is providing $50,00 0. 00 in Fiscal Year 201 9. The project’s proposed activates will include:1) removal of the existing north shore fishing dock; and 2) new construction of the north shore fishing dock (Refer to the Notice of Intent to Award Announcement No.
BOR-MP-19-N002 for additional information) A Determination by the Government not to compete this proposed financial assistance based upon Departmental Manual 505 DM 2, paragraph 2. 14(B)(4) is solely within the discretion of the Government.
This notice of intent is NOT a request for competitive proposals.

Additional Information of Eligibility:All types of domestic applicants are eligible to apply, except nonprofit organizations described in section 501(c)(4) of the Internal Revenue Code of 1986 that engaged in lobbying activities after December 31, 1995.
DOE National Laboratories, other Federal agencies, and their Federally Funded Research and Development Center (FFRDC) contractors are not eligible to receive financial assistance awards and are therefore ineligible to submit applications as sole applicants or as the lead of a collaboration.
They may, however, be proposed as a team member on another institution’s application (as a subaward) or as a collaborator (with multiple applications from multiple members of a team).
A parallel, companion announcement (LAB 19-2114) is available for application by DOE laboratories, including DOE/NNSA FFRDC contractors.
If selected as a subwardee or collaborator, DOE laboratories and their FFRDC contractors will be paid directly by DOE.
If selected for funding, other Federal agencies and their FFRDC contractors will be paid through interagency awards.
Applicants that are not domestic organizations should be advised that: • Individual applicants are unlikely to possess the skills, abilities, and resources to successfully accomplish the objectives of this FOA.
Individual applicants are encouraged to address this concern in their applications and to demonstrate how they will accomplish the objectives of this FOA.
• Non-domestic applicants are advised that successful applications from non-domestic applicants include a detailed demonstration of how the applicant possesses skills, resources, and abilities that do not exist among potential domestic applicants.
Applications from for-profit organizations that propose research related to current commercial activity may be declined without merit review.
