Purpose of Program:
The purpose of this competition under the Jacob K.
Javits Gifted and Talented Students Education Program (Javits) is to provide grants to State educational agencies (SEAs) to enable them to carry out a coordinated program of scientifically based research, demonstration projects, innovative strategies, and similar activities designed to build and enhance the ability of elementary and secondary schools nationwide to meet the special educational needs of gifted and talented students, particularly those from disadvantaged backgrounds or underrepresented groups.
This grant competition implements the ``special rule'' in section 5464(c) of the Elementary and Secondary Education Act of 1965, as amended (ESEA), that requires any Javits program funds appropriated for a fiscal year in excess of the amount of such funds appropriated for FY 2001 (i.e., $ 7. 5 million) to be used to award competitive grants to SEAs, local educational agencies (LEAs), or both.
