The Office of Compliance (OC), within EPA?s Office of Enforcement and Compliance Assurance (OECA), is soliciting proposals for states and tribes to strengthen their ability to address environmental and public health threats, while furthering the art and science of environmental compliance.

under this Solicitation Notice will be used to build and expand the capacity and ability of the states and tribes to operate their environmental compliance and enforcement program.
These funds cannot be used for the actual implementation of the compliance and enforcement program.
This year, EPA is soliciting proposals focused on Permit Compliance System (PCS) Modernization and the Integrated Compliance Information System ? National Pollutant Discharge Elimination System (ICIS-NPDES).
Available grant funding will support:
(1) clean-up and migration of data from legacy PCS to ICIS-NPDES; (2) clean-up of migrated data within ICIS-NPDES; (3) feasibility studies and/or requirements analyses for what is necessary to fully populate required data in ICIS-NPDES; (4) pilot studies or prototypes0 of state and tribal processes for data collection and entering of required data into ICIS-NPDES, especially for new NPDES program areas such as CAFOs; and/or (5) feasibility studies and/or requirements analyses for state and tribal adoption of the National Environmental Information Exchange Network Discharge Monitoring Report (NetDMR) and/or other
electronic reporting tools.
EPA anticipates that slightly over $ 1. 8 million will be available under this announcement, depending on Agency funding levels and other applicable considerations.
The federal portion for each assistance agreement is anticipated to range between $25,000 and $200,00 0.
