Funds are available to provide, under cooperative agreements with HUD, training activities designed to improve and standardize the quality of counseling provided by housing counselors employed by “participating agencies.” Participating agencies are all housing counseling and intermediary organizations

Additional Information of Eligibility:
Applicants must be public or private nonprofit organizations and must have “tax exempt” status under section 501(a) pursuant to section 501(c)(3) of the Internal Revenue Code (26 USC 501(a) and (c)(3).

Applicants must have at least two years of experience providing housing counseling training services nationwide.

Applicants may utilize in-house staff, sub-grant recipients, consultants, and networks of local organizations with requisite experience and capacity.

However, one organization must be designated as the primary applicant.

Sub-grantees must be public or private nonprofit organizations and must have “tax exempt” status under section 501(a) pursuant to section 501(c)(3) of the Internal Revenue Code [26 USC 501(a) and (c)(3)].

The proposal must include a scholarship element, detailing the full or partial costs to be covered, including travel, hotel, and tuition expenses to be awarded to housing counselors.

The proposal must include a testing and certification component demonstrating successful completion of training by the student.
