The Office of Refugee Resettlement (ORR) announces that applications will be accepted from public and private non-profit organizations, including faith-based and community organizations, under a discretionary announcement for Wilson/Fish projects that proposes innovative approaches to providing integrated
credit:
services and cash assistance to refugees.
ORR will consider proposals from:
(1) applicants that currently administer a Wilson/Fish program and; (2) applicants that have never administered a Wilson/Fish program that propose to either:
(a) establish or maintain a refugee program in a State where the State is not participating in the refugee program or is withdrawing from the refugee program or a portion of the program; or (b) provide an alternative to the existing system of assistance and services to refugees.
Applicants must propose to serve at a minimum, all newly arriving refugees in the State or geographic area of the cash assistance type proposed, e.g., all refugees otherwise eligible for RCA and/or TANF (referred to as ``RCA-type'' or ``TANF-type'' refugees).
ORR prefers that Wilson/Fish projects are statewide in scope.
A new applicant that proposes a non-statewide Wilson/Fish alternative project must provide a justification that includes a statement of support from the State Refugee Coordinator as to why a non-statewide project would be in the best interests of the State's refugees.
