and implementation of comprehensive, teen pregnancy prevention programs.

The Personal Responsibility Education Program (PREP) emphasizes a medically accurate approach, replicating effective programs or elements of programs that have been proven -- on the basis of rigorous, scientific research -- to change behavior.

Behavioral changes may include delaying sexual activity, increasing condom or contraceptive use for sexually active youth, or reducing pregnancy.

The inclusion of "adulthood preparation subjects" -- to help youth in their transition to young adulthood -- is also a key element of this program.

Consultation with Indian Tribes and Tribal organizations, as required by the authorizing legislation, will inform the development of the Tribal PREP program.
