This program is authorized by 34 U.S.C.

12291(b)(16), which allows OVW to support pilot projects, demonstration projects, and special initiatives designed to improve responses to gender-based violence through an Innovation Fund.

Rape Elimination Act (PREA) Standards, released in 2012, include requirements that are designed to help confinement agencies prevent, detect, and respond to sexual abuse and sexual harassment.

PREA Standard 11 5. 53 requires confinement facilities to provide inmates with access to outside victim advocates for emotional support services related to sexual abuse.

OVW has partnered with the Bureau of Justice Assistance (BJA) within the Office of Justice Programs on an initiative to develop a National Service Line for Incarcerated Survivors of Sexual Abuse (Service Line Initiative).

The Service Line Initiative is being administered as a two-phase project including a planning phase followed by an implementation phase.

This solicitation is for the implementation phase.

Additional Information of Eligibility:
Eligible applicants must have the capacity to manage a large-scale project on a national level and are limited to 1) Victim service providers with experience providing services to victims of sexual abuse in correctional settings or 2) Nonprofit, nongovernmental organizations providing training and technical assistance regarding services for sexual abuse victims in correctional settings.
