Additional Information of Eligibility:Eligible applicants are non-federal entities such as local government agencies (including local hospitals/health centers and utilities) and institutions of higher education in Guam, American Samoa, the U. S. Virgin Islands, and the Commonwealth of the Northern Mariana Islands; and any non-profit organizations whose mission directly benefits the insular areas listed above in accordance with regulations contained in 2 CFR 200.ALL APPLICANTS must provide the following information: If applicable, applicants should submit documentation of the community or area’s disadvantaged status.
This should include information on which categories of burden (e.g., climate change, energy, health, housing, legacy pollution, transportation, water, and workforce development) are experienced in the community or area and documentation of the data source demonstrating the identified burden(s), and whether and how a proposed project is expected to provide benefits to disadvantaged communities in the U. S. territories.
All census tracts identified as disadvantaged by the Climate and Economic Justice Screening Tool (CEJST) will be recognized as disadvantaged for the purpose of this funding opportunity.
Acceptable data sources may also include relevant environmental and economic indicators from datasets such as the U. S. Census Bureau’s Island Area Census, the FEMA National Risk Index, or relevant environmental and economic variables underlying the EPA’s EJScreen.
Alternatively, data may include locally sourced information about climate and other environmental and economic burdens, such as data from territorial governments, Federal government regional offices (e.g., USGS Pacific Islands Water Science Center) or State, Territorial, or local governmental or research organizations (e.g., Association of State and Territorial Health Officials).
