Funding is available to a State or Tribal agency with a permanent regulatory program approved by the Secretary of the Interior and has jurisdiction to regulate coal mining, perform program functions such as issue mining permits, inspect mine operations,

and enforce mining laws.

Regulatory Administration and Enforcement grants assist States with the cost of operating their approved regulatory program.

Funded cooperative agreements provide States with approved regulatory programs to regulate coal mining activities on Federal lands.

Regulatory program development grants may be awarded to States and Tribes with active coal mining but without approved regulatory programs.
