Building Alliance for Local Advancement, Development, and Investment (BALADI)

Through the Lebanon BALADI program, USAID/Lebanon seeks to encourage innovation in service delivery by local governments, and will sponsor an in-kind competitive grants program, managed by local NGOs, for municipal projects that respond to the governance and economic opportunity citizen needs.



The BALADI program tests the hypothesis that many municipalities have outstanding leadership, but lack the financial capital to realize their visions.

The BALADI program will implement activities that address the development problem by supporting municipalities and municipal unions nationwide that demonstrate a real commitment to participatory, equitable, and effective decentralized local governance and economic development.

Additional Information of Eligibility:
Eligible NGO applicants, whether prime or sub-awardees, must be indigenous Lebanese NGOs i.e.

NGO’s of Lebanese nationality and origin (‘origin’ means developed in Lebanon, originating in Lebanon, and first instituted/established in Lebanon), legally registered in Lebanon, meeting Lebanese laws for NGOs, not branches of foreign NGOs, and with their home office headquarters located in Lebanon.

Foreign NGOs are not eligible to apply as a prime or sub-awardee.
