The United States Department of State, Bureau of Western Hemisphere Affairs (WHA) announces a Request for Applications (RFA) to support the Energy and Climate Partnership of the Americas (ECPA) initiative with up to $990,099 in FY12 Economic Support Funds for one award, with a project period not to exceed
3 years.
This funding is not available for assistance for Argentina, Cuba, Nicaragua, or Venezuela.
The Energy and Climate Partnership of the Americas has brought together countries from the Western Hemisphere to respond to energy and climate-related challenges.
Of the sources of cleaner energy in the region, WHA has identified that improved energy efficiency may offer the greatest impact at the lowest cost.
To support further progress in energy efficiency policy development in the region, this grant will support work to lower electricity consumption in municipal buildings through sound energy efficiency standards and policies.
Applicants will conduct an energy efficiency policy analysis and baseline assessment of municipal building energy use in select municipalities and develop relevant recommendations for improved energy efficiency standards and codes for municipal buildings.
With these recommendations, the applicant will create energy efficiency action plans to recommend to partner governments and stakeholders.
Lastly, the applicant will monitor and evaluate project results to demonstrate project outcomes and provide a benchmark for future interventions.WHA reserves the right to fund any or none of the applications submitted and will determine the resulting level of funding for the award pending availability of funds.
