The Pennsylvania Housing Finance Agency, otherwise termed as PHFA, is an independent agency established in year 1972 in an attempt to assist the provision of reasonable and affordable housing opportunities the elderly, persons and families of modest means, and people suffering from disabilities.

1) The development of a woody biomass boiler for a steam at a sawmill, a school or a hospital.

2) The development of a non-pressurized hot water system that can be utilized for various applications.
3) The development of a biomass power generation facility.
The awardees under this program will no longer have to worry about physical construction efforts as they can seek assistance from the United States Department of Agriculture Rural Development Agency.
The United States Forest Service is set to administer a total funding amounting to $3,000,000 to support this project alone.
The organizations and institutions who will be allowed to submit a proposal under this inquiry are the following:
a) Higher Education Institutions such as Public/State Controlled Institutions of Higher Education and Private Institutions of Higher Education
b) Hispanic-serving Institutions, Historically Black Colleges and Universities (HBCUs), Tribally Controlled Colleges and Universities (TCCUs), Alaska Native and Native Hawaiian Serving Institutions
c) Nonprofit organizations other than institutions of higher education
d) For-Profit Organizations such as Small Businesses
e) State Governments, County Governments, City or Township Governments, Special District Governments, Indian/Native American Tribal Governments (Federally Recognized), and Indian/Native American Tribal Governments (Other than Federally Recognized)
f) Independent School Districts, Public Housing Authorities/Indian Housing Authorities, Native American Tribal Organizations (other than Federally recognized tribal governments), Faith-based or Community-based Organizations, and Regional Organizations.
