The REAL ID Grant Program addresses a key recommendation of the 9/11 Commission Report to enhance the security and protections that are needed to issue “one person one REAL ID” with provisions to guard against the issuance of fraudulent identity documents, while at the same time protecting the personal

identity information of REAL ID holders from fraud or theft, of personal identity information that could be used in the commission of a U. S. based terrorist attack.
