program is:
(1) to assess the potential for off-site construction methods to increase housing supply, lower the cost of construction and/or reduce housing expenses for low- and moderate-income owners and renters; and (2) to study how reforms to local zoning and other land-use regulations can increase the supply of quality, affordable housing and expand housing choices and opportunities for low- and moderate-income households. The Office of Policy Development and Research (PD&R) invites researchers from a broad range of disciplines—including but not limited to architecture, data science, economics, engineering, environmental science, finance, geography, law, planning, political science, public health, public policy, sociology and urban studies—to submit applications that clearly address HUD’s Strategic Objective 2A:
Increase the Supply of Housing, which is available in HUD’s FY 2022-2026 Strategic Plan.Applicants will have the opportunity to select from the categories of research that are relevant to both the departmental Strategic Plan Goal 2A and relevant, housing supply-focused sections of HUD’s Learning Agenda.
Applicants are also invited to submit proposals that address research questions listed in PD&R’s Offsite Construction for Housing:
Research Roadmap.
Applicants must clearly identify the priority research category (or categories) described below that their proposal addresses and clearly describe how their proposed research would make a valuable contribution to HUD’s Strategic Plan and Learning Agenda goals related to affordable housing supply.
