Black Lung Clinics Program

This notice announces the opportunity to apply for funding under the Black Lung Clinics Program (BLCP).

BLCP’s primary goal is to reduce the morbidity and mortality associated with occupationally-related coal mine dust lung disease (CMDLD)1 through the provision of medical, outreach, educational,

credit:


and benefits counseling services.

All applicants, at a minimum, must provide certain services to coal miners in their service area (see Section IV.

3. 1).

The additional guidelines to the minimum required services are intended to ensure that all service areas receive a level of services commensurate with current efforts in those areas and that the quality and breadth of services delivered to coal miners is sustained (see Section IV.

3. 2).

Any state or public or private entity may apply.

Applicant organizations that are federally recognized tribes or tribal organizations are eligible to apply if conducting all proposed activities within federally recognized tribal areas.

Documentation of federally recognized tribal status must be included for this consideration (Attachment 1).

A state, or a single entity or consortium within a state, may apply.
