The Citizen Potawatomi Nation (the Nation) has a tribal enrollment of more than 25,000 and has its jurisdictional area in Shawnee, Oklahoma. The Nation proposes to establish a community development corporation (CDC) for the purpose of investing in tribal entities, small businesses, and microenterprises to address the unique needs and circumstances of Indian businesses.

FA (2009) - $2,000,000

Citizen Potawtomi Community Development Corporation is a certified CDFI established in 2003. It provides microloans, business loans, short term consumer loans, credit builder loans, Individual Development Accounts, and small business development services to Citizen Potawatomi tribal members and other Native Americans throughout the United States with a primary emphasis in Oklahoma. Citizen Potawtomi CDC will use its FY2009 Financial Assistance award to increase lending in its target market



FA (2008) - $1,065,690

Citizen Potawatomi Community Development Corporation (CPCDC) is a certified Native CDFI established in 2003. CPCDC provides capital and technical assistance for small businesses and aspiring entrepreneurs to the members of the Citizen Potawatomi Nation and other Native Americans. CPCDD will use the FY08 Financial Assistance award of $1,000,000 as lending capital and the FY08 Technical Assistance grant of $65,690 to 1) obtain contracts to assist with development services; 2) purchase educational materials; and 3) obtain subscriptions to credit access groups.



NACA (2007) - $606,218

Citizen Potawatomi CDC is a certified CDFI established in 2003. Citizen Potawatomi provides financial products and technical services that promote business development and job creation to members of the Citizen Potawatomi Nation in Oklahoma, Kansas, and California and other Native Americans as well. Citizen Potawatomi will use the 2007 Financial Assistance grant to expand its Individual Development Account (IDA) and business lending programs across Oklahoma, Kansas, and California. The Awardee will use the 2007 Technical Assistance grant to 1) fund staff salary associated with the IDA and Voluntary Income Tax Assistance/Earned Income Tax Credit programs; 2) pay for a consultant to conduct a funding feasibility analysis of non-federal programs; and 3) pay for a portion of a development services contract with the Credit Counseling of Central Oklahoma and various books, programs, and brochures to supplement the development services.



NACA (2006) - $635,000

The Citizen Potawatomi Community Development Corporation (CPCDC) of Shawnee, OK was established in 2003. CPCDC provides micro and small business loans to Tribal members and personal loans to employees of the Citizens Potawatomi Nation. CPCDC serves Tribal members nationwide. To that end, the Tribe has already established a second office of CPCDC in Kansas and is making plans to create a third office in California. The Awardee will use a NACA FA grant of $500,000 to capitalize its loan fund and a NACA TA grant of $135,000 to: 1) hire consultants to survey existing business borrowers to determine their needs for follow-on financing and technical assistance; 2) develop a credit repair curriculum; 3) develop an impact tracking and reporting system; 4) purchase computers and software for a new business development office and mobile computer lab for use by the Awardee"s borrowers for training and technical assistance purposes; 5) provide training for the Awardee"s board of directors to lead the organization to the next stage of development; and 6) support operations.



NACA (2005) - $650,000

CPCDC will use the 2005 Native American CDFI Assistance (NACA) award of $650,000 (FA award of $500,000 and the TA grant of $150,000) to expand its physical presence to Kansas, increase its loan capital as well as expand their loan products to include construction finance, lines and credit and community facilities loans to support the local construction boom. CPCDC will also use its technical assistance grant to (1) purchase consulting services to conduct a market analysis and product feasibility analysis, develop policies and procedures, and develop a strategic plan; (2) purchase hardware and software to improve operational efficiency; (3) acquire underwriting training; and (4) support operations.



NACTA (2002) - $45,000

With the technical assistance grant, the Nation proposes to engage a consultant(s) to facilitate creation of the CDC and development of organizational infrastructure (e.g., product development, policies and procedures).
