The purpose of this Cooperative Agreement (CA or Agreement) is to make U. S. roadways safer by (1) evaluating the effectiveness of countermeasures to increase highway and traffic safety; (2) conducting research on, evaluations of, and identification of promising or best practices related to highway and
credit:
traffic safety systems and conditions; and (3) studying the effect of State laws among State motor vehicle administrators, motor vehicle licensing agencies, law enforcement agencies and affiliates.
Findings from this work will support the ongoing improvement and implementation of promising countermeasures to promote uniform traffic laws and practices, assuring it is done fairly for all people, regardless of race, ethnicity, income, national origin, or educational level.
The recipient will review motor vehicle laws and licensing practice materials to:
1. Identify opportunities for development of best practices, model or uniform traffic laws, regulations, and licensing practices and the effects on State motor vehicle licensing laws; 2. Identify opportunities to improve the collection of data within State motor vehicle administrations and law enforcement agencies or through data sharing across such agencies and develop training programs to educate the importance of data collection; 3. Develop and support implementation countermeasures related to Motor vehicle laws and licensing practice; 4. Identify emerging highway safety and regulatory issues or concerns; and 5. Develop and implement marketing, communications, or provide technical assistance tools that increase public awareness of traffic safety issues involving motor vehicle laws and licensing practices.
