No other applications are sought.CDC has determined that the Association of Public Health Laboratories (APHL) is the sole organization qualified to apply for this FOA.
This determination was based on several factors, including its credibility and influence with the target audience for this cooperative agreement.
For example, APHL’s membership includes all State and Territorial PHL directors, and is the single national organization representing PHLs.
APHL was originally founded by PHL directors as the Association of State and Territorial Public Health Laboratory Directors (ASTPHLD) in 1951 in order to represent their profession, support their work in public health, and help address their needs for program advocacy, policy, educational and workforce development.
The name of the group was changed to APHL in 1998 when the membership broadened to include county and other local PHLs.
Thus, APHL is uniquely capable of having the credibility and influence among PHL directors to successfully achieve the outcomes of this cooperative agreement.
In addition, APHL has been a critical partner to CDC in forming the National Laboratory System (NLS), the National Laboratory Training Network (NLTN), and the Laboratory Response Network (LRN).
APHL is the only organization that has the capacity to reach out quickly and effectively to the entire US and Territorial PHL system, and this has proven to be of critical importance during a public health emergency. This is largely due to their being the coordinating body for members which include all governmentally-funded U. S. State, territorial, and local PHL members.
Further, APHL is the only organization that has both the depth and breadth of knowledge and experience to provide training and technical assistance across the variety of disciplines with a similar level of sophistication.
Other organizations focus on a profession or a discipline and are too narrow for the purpose of this FOA.
